No, not that.
This is the statement I referenced, and it was stated by Sasuke after his battle with Kinshiki, and the events leading to Naruto capture.
"In other words, they were enemies who even Kaguya wouldn’t have been able to oppose without an army."
This soley implies Momoshiki and Kishinki were stronger than her.
Furthermore, Kaguya's durability wasn't actually impregnable. Her body couldn't resist attacks from Naruto, and she only survived them because of her immortality.
Fair enough, but even with that context, I still think Sasuke was referring to the Otsutsuki clan in general. Think about it:
When he met Momoshiki and Kinshiki in the ice dimension, he only fought Kinshiki. He did not fight Momoshiki, so how would he know where Momoshiki's power ranked in comparison to Kaguya?
As for his fight with Kinshiki, he pretty much fought Kinshiki to a stalemate (with both fighters using only speed and kenjutsu mind you) and then fled. There is no way that even adult Sasuke would be able to fight Kaguya to a stalemate. Plus like I said before, Kinshiki was beaten by a few average kages (whereas it took two rikudou level transmigrants, a sannin level kunoichi and a rikudou enhanced version of the best mangekyou sharingan in the series to seal away Kaguya). Nothing about Kinshiki's performance screams Kaguya level. Heck, even edo Madara would have been able to wreck those kages.
So there you have it. Sasuke had never fought Momoshiki at the time of making that statement, and Kinshiki's skill has shown to be nowhere near Kaguya's power level.
That is why I believe that when Sasuke made that statement, he was basically saying that the combination of Momoshiki + Kinshiki + any other Otsutsukis that were probably alive (given that Momoshiki and Kinshiki were alive) would be a threat that Kaguya needed an army for.
I refuse to believe that he was saying that Momoshiki and Kinshiki as individuals were both stronger than Kaguya. Like I said, Momoshiki was in the ball park of Kaguya due to his abilities, but Kinshiki wasn't even in the stadium. Kaguya was leagues above Kinshiki.
If Kishi really meant for Momoshiki and Kinshiki as individuals to be as strong as Kaguya, then he did a terrible job at portraying it that way! At best, Momoshiki and Kinshiki might have more chakara than her (and that is a big might), but skills/abilities wise they lose to her.
