I can't speak for all of them but i know for certain Naruto was never and will never be centered around Sasuke, that would ruin the entire manga.

Sasuke is MC of Gaiden it seems.

Sasuke sent naruto a hawk with unknown information and now Naruto is making plans to leave the village personally. I thought he was the hokage and they don't leave the village unless its super important?

Because Sasuke called about the Akatsuki shiz, its obvious its super important, he isn't coming there just for shits and giggles with Sasuke, Naruto would never leave the village for someone as pointless as Sasuke unless it was important.

1 chapter? Have you read the previous ones? Sarada wanted to know who her daddy was leading up to Sasuke already being the center of attention. Even in chapter 700 Sasuke was outside the village doing something cool while naruto was doing boring hokage work.
