When people say "evil counterpart", they mean the origin of that counterpart is created or spawned by some means from the original.
He's not wrong in saying the underlying purpose and reason for Turles' character is to be a representation of what Goku could've been, but that's just figurative. People want an LITERAL evil counterpart
