He didn't provoke anything. He went after Danzo. Zetsu gave out Sasuke's location. Ay got pissed. Ay intervened in Sasuke's affairs. Ay provoked Sasuke to fight him and that led to the battle. Ay is the one who got involved when it had absolutely nothing to do with him.
