Shino, if he gains better taijutsu

Shikamaru if he gains more powerful jutsu

Lee if he can increase his intellect

Sakura might have great ability, but if she can get her emotions in check, then she too could become a jounin.

Naruto would be Kage, not jounin. Lee, Shikamaru, Choji i think

I'd go with Shino even though Shikamaru has a good chance as well. Shino's bugs can overwhelm plenty of ninjas. Also he is pretty intelligent and strategic. Choji is the most powerful though along with Lee but they are only very powerful on certain occasions. Also neither Rock Lee or Choji are geniuses who can lead and teach a squad.

Sakura has potential too so she is my third choice although she is not a combat nin so it is hard to root for her.
