Paulino i disagree with your opininion... yes the title is given to a shinobi who displays strength...but strength is not just about fighting.

in tsunades case, she is the best medical ninja in the naruto world and she can also kick ass.

kakashi and shikamaru have mental strength( look at their tactics) and they can also fight well


so you see, its not just brawn that determines who is the strongest

I go for Hatake Kakashi, I mean seriously, Naruto is kinda dumb to become Hokage, and i dont see him becoming Hokage without Sasuke returning to Konoha (which I dont see happening. they will probably both die like he said; that would be quite a dramatic end
