It's possible that Sakura can surpass Tsunade, but I'm still doubting it. Not like it really matters anyway. And no, Hashirama and Madara were not as good at 16 as they were in their prime. However, the point is that most of the "average" ninja as you like to call them have shown nothing to show that they can surpass their elders. How useless has Chouji, Ino, Tenten, Hinata, Kiba, etc, etc. been? At what point have any of them shown even slight signs of surpassing their elders? The Ino-Shika-Cho father combination was a well known and extremely feared combination. The young version? Yeah...not even close. Shikamaru being the only one who has come close to his father's reputation. There is no excuse for it. And Kabuto said it here

What more would you want them to do? They cant all be on Naruto/Sasuke's level already. You are forgetting that they still have a lot of time to surpass their teachers, and some of them already have even at the age of 16/17. Itachi should also fall into their generation.

Kabuto said he was the strongest of the 5 kage in his era. Prime Hiruzen was, but old Hiruzen definitely isn't.

When Chouji can awaken that at any points he wants to he can be considered on the same level/above his father. He got angry and it come out. Right now we don't know if it's just similar to what Naruto could do in part 1 with kyuubi or if he can control that power.

I would like to say to keep in mind that the most of the main characters are quite young. Given more time, they probably might surpass the older generation. Not everybody can be Sasuke and Naruto.

He most probably can. Everyone else uses the pill to go into BM but Choji doesn't.

I dunno, I take it as Kabuto saying Hiruzen still was the best. And I don't think it's exactly an outlandish statement. Hiruzen may not have the stamina he once did, but he was still incredibly powerful. I'm not the only one who interprets it that way either. His Naruto Wiki page says it as well:

And if Chouji can do that whenever he wishes, then I can most definitely accept him as surpassing his father. However, I feel the point still stands. Still have far too many failures among the Konoha 11.

Hiruzen had mastered over 1000 jutsu's with his specialties being in earth and fire jutsus and using them in a variety of combinations.

hiruzen never surpassed hashirama, minato possibly could have if he stayed alive .. tsunade has a 0% chance of surpassing any kage at all most likely lol .
but anywayz it may be a little stretched wen they say that . but the generation growing right now is still young, they have plenty time

Uhm... in the current generation we have 16 year olds becoming Kage's, running around with EMS and being perfect Jinjuriki's with the 9 tails. Clones defeating previous Kage's.
Im sure when Hashirama was 16 he was still playing hide and seek with his little brother.

They're probably exaggerating. Kishi said this to make a point, that Naruto and Sasuke would surpass probably Madara and Hashirama. I'm not clear on the subject.
