The possibility of yet another mass revival on this war casualities is bad enough. And do you seriously want to expand it to every dead character?
Even if it was given an in-universe reason to happen it would still be bad writing because the manga would end in an overly sweet ending where everyone lives and everything is fixed with magic. This kind of ending is discredited is certain works of fiction nowadays, it doesn't fit with the tone of this series at all.
