The gods from Shen feng ji are pretty much the best villains in manga ... They are freaking gods

The espada are hollow which are evil but the espada have feelings tough unlike regular hollow ... Nel was a good person so was ulquiora while he was dying that is , grimmjow most likely good and the hallibel as well. Others like the dude with the eye patch and yami are just dumbassess.

The akatsuki they were more evil in the sense that they were all banned from their villages kisame was evil , diedra also was bad , kakazu and his partner were evil as well,
