The Phantom Troupe
Team Rocket (Note: I don't mean Jessie and James, I mean the full Organization, ruled by Giovanni)

But I don't scale their Organizations as evil. In fact the most evil organization I can think of was The Order from Suikoden Tierkreis and Harmonia from Suikoden. Though those are games they are also graphic novels or manga to you merfolk.

"Friend's" organization in 20th Century Boys. He used his influence and became a huge political power, then killed off at least 50% of the world population and became president of the world. That's pretty damn powerful if you ask me.


Now if you mean something like strength wise, Didn't Frieza control part of the universe or something? I doubt the organizations you listed could even beat him and his henchmen. Just Sayian.

Technically any organization the good guy goes up against is "evil" and "powerful".

Oh, Star Wars also comes to mind. Death Star GG.
