I´ll go with pein, leads the most gansta organization with s-class criminals that try to take over the world, praised as a god, has the most badass dangerous eyes you can imagine, he brings judgment on everyone and pain to the world, has 7 monsters on a leash and 6 people to ganbang whoever they want.
I mean, does it get any better then that?

Orochimaru, he was the most intimidating and menacing out of all the villians. although he was ruined in shippuden after his battle with naruto, always coughing and cackling, the way he ended was stupid (twice). i hope he gets the chance to go out with a bang.
tobi is also an excellent villian, the way he manipulates everyone is just great. it's clear he's incredibly intelligent, perhaps even more so than itachi and minato imo. and the way he talks is the best out of all the villians in naruto so far

Pain : I really like his way of thinking as a villain which steamed from the pains he felt in his life.
Sasuke : Same as Pain , his actions also rise from what he went through .
I really like those two.
Orochimaru was badass the first time I saw him , ( I felt the darkness of his characters ) , but doing all this just to learn all jutsus , Pain & Sasuke have more believable reasons ( Wanting peace )&( avenging his brother & clan )
Tobi : I prefer to judge him after the war ends.
N.B Aizen is the biggest troll villain of all time . nuff said

Tobi, he was the cause of everything. He was behind the nine tails attack, caused the Uchiha massacre, started the akatsuki, turned the Hidden mist into a crapsack(technically causing the land of waves arc, because Zabuza wanted to assassinate the mizukage), turned Sasuke evil, declared war with the entire world, and tricked the audience for 100+ chapters. He is the ultimate troll.
