Him and nagato are the only one with music specifically accustomed to them in the anime

nagato has his angelic church esque music that is suppose to back his god theme and oro has creepy organ music.

We know he doesn't like the spirit king which is something we will find out soon enough

He is still bad ass but i think villains should be doing it for themselves and have no ulterior motive or try to give any other reason other then because they want to.

And that is why for me oro is number 1

Tobi does have the music as well. Look back to when he enters the 5 kages summit and also when he got a new mask (the juubi eyed mask) and summoned the gedo mazou. Check you're sources.

Oro is the most ruthless and selfish Villian out there which gives him the number 1 spot for the best villian. But Obito/Tobi is the most BADASS villian. Thats what im trying to say.
