And he is going to refer to when he came to the battlefield when he said "I'm going to become Hokage and change the village" and say he only said that for the present moment of arrival and say what he really meant was "I'm going to become the reformer and change the world"
He is going to be spitting some real ideology to Naruto, he is going to fill in the holes in Naruto's ideology, which he will lay out both ideologies. He is going to be spitting such real information even Naruto is going to think it is partially correct. But the thing is, that is what separates Naruto and Sasuke as characters, and their ideology. One has the ideology of Yin, and One has a Yang ideology, when they put their two ideologies together it will be an ideology and system of perfect balance, unison, good and bad, and lastly: Yin and Yang.
A perfectly balanced ideology for the world = Naruto + Sasuke's idea of hokage.
