a substitute meaning one it would of said substitutes if it were talking about the jinchurkis after he said substitute he said he is going to join the war why would he say that after unless he was going to use a clone of himself just to make sure nothing happens to his original body for extra precaution it wouldn't make any sense if it were talking about jinchurki also he went alone too the battlefield.
