It seems pretty clear now that Madara created Zetsu. There are White Zetsu like bodies hanging like berries all over the Gedo Mazo.
Now, I've read a lot of people arguing this chapter obliterates the multiple Tobi theory, but I don't think that's the case. If Madara controlled White Zetsus, and White Zetsus can become the people whose chakra they absorb, then Madara could have a troop of Madara Zetsus doing his bidding.
In fact, isn't it obvious that he would? He's an old guy hooked up to a tree, underground, with not so much as a cat to keep him company. Obito coming down his way was seemingly a windfall. So, why was he keeping himself alive? Why the will to live? It sounds like he already thought of the Moon's Eye Plan, but that isn't really a possibility when you arre stuck to a tree, right? I'd bet he was controlling affairs topside through his network of Zetsus. He was vicariously living through the Zetsus and getting whatever he needed from and through them.
He told Obito that they were both stuck in that cave, but, obviously Obito got out eventually. I bet that was a lie just so Obito wouldn't try to escape. "Sorry, kid, you're part of this tree now, like me, so you and I both are stuck here. Pull up a chair." Meanwhile, he's got plenty of contact with the outside world because he's networked into the Zetsus.
