Pain wasnt talking about his abilities, he was talking about his secret - two different things. Intel or not, Jiraiya has no chance to win. He was struggling to activate SM when he was fighting animal path alone, with six paths he dont stand a chance. Even is started battle with SM, Six paths of Pain would still murder him.
Sasori was the most powerful shinobi Sunagakure ever produced. Thing is, without SM Jiraiya is just slow, I wouldnt be surprised if he was scratched by one of Sasoris poisoned needles at the begining of fight. Even with SM, handling Iron sand wouldnt be easy for Jiraiya, not at all. 3rd Kazekage, as the most powerful Kazekage in history could use IS to the same extent as the other Kazekages are using their types of sand, and Sasori has all this power along with 3rd Kazekage puppet. This only shows how Sasori was playing with Chiyo and Sakura when he started to use IS, he only get little more serious then he used Satetsu Kaikou.

Jiraiya is no speed god without SM. Itachi or Sasuke are much faster than him in normal state. Chiyo and Sakura evaded Sasoris needles so well only becuase of Chiyos knowledge about Sasoris puppet weapon mechanics.
