Raiton or lightning release is one of the basic five nature transformations.It grants user the ability to generate lightning by increasing vibrations of their chakra hiving them better piercing power.
Light release can also be used to increase penetrarive abilities of the weapon much similar to Fuuton.
Raiton is strong against Earth, as it has ability to break ground apart while is weak against Wind as wind can block lightning.
It also has special relation with water and hence water can be used to amplify damage due to lightning release. Natural lightning can also to be tamed by using techniques like Kirin with the help of Fire release jutsu to form clouds as prerequisite.u.u

Dean walks up to the training field, taking over from Minato, the speedy bloke. He sees a beautiful woman standing there, and he is shocked Minato would not train her.
"Oi, hi there, beautiful lady. The name is Dean Winchester, and I'll be taking over from Minato sensei. Since he covered the part of Lightning analysis, I want you take this small piece of paper known as chakra paper. Channel your Lightning based chakra into it, and if done right, it should crumble up. Try it whilst meditating over there."

Rangiku listens to the description and sees a clone who is now running towards her.
Without wasting a single moment, she manipulates her lightning based chakra in her hands and creates several bolts of electricity and directs it towards the clone to shock him and hence restricting his movements.
'So let's go for the descriptive part now'
Advantages:
1. Simple technique, doesn't require complex handseals or large amount of chakra reserves.
2. Pretty much useful at short range and can be used to shock my opponent instantaneously.
Disadvantages:
1. Considering the description, I don't think it is useful at long range, and hence combo is required to increase the range.
2. Since it is D-Rank jutsu not that much powerful one, and can be easily countered by higher ranked jutsus.
Ways to use it in the battle:

Yey, done with first technique.
Time to show some more badassness, with these words and that confidence Rangiku focuses her chakra around her hands, which takes fair bit of time. She then slams her hands on the ground when chakra becomes visible around her hands, releasing a surge of lightning towards his sensei's clone. This surge of lighting strikes the clone at it's feat shocking him, and competing the jutsu. I hate paperwork, but don't have an option
Advantages:
1. Since my jutsu travels through the ground, it's speed is pretty fast and hence it isn't easy to dodge.
2. Very easy technique with no requirement of handseals or complex stance.
Disadvantages:
1. It isn't possible to redirect the surge of lightning or change the direction of the surge of the lightning.
2. Another major disadvantage is surge of lightning can only be used for the limited range and hence useless when I am starting at long range from my opponent.
Ways to use it in the battle:
1. Can be combined effectively with water source especially when me and my opponent are standing on water source, making it difficult to dodge.

Rangiku quickly sees a clone running towards her and prepares for her next move. She waits for the clone to arrive at the range of her attack and once she sees the clone in range of her attack she quickly releases bolts of lightning at the clone shocking him. Making him go puff.
Advantages:
1. Very simple jutsu, just like you said no need of handseals.
2. Excellent surprise attack and hence combination with taijutsu move will be pretty fatal.
Disadvantages:
1. From the description it looks like a short range technique and hence not that much useful in long range battle.
2. Not useful against C-Rank above moves due to it being D-Rank tech, also is pretty much easy to counter, if used without that surprise element.
Ways to use it in the battle:

Rangiku sees a clone running towards her, let's slaughter another clone. She quickly forms Tiger → Snake → Dog handseals and then quickly sends her lightning chakra in the form of current towards the clone, and misses it.;_;
Damn my aiming sucks She quickly forms the handseals and directs one more current towards the clone to shock it and finish of the technique. Maybe I should go back and do some aiming training.

2. Range can be increased based upon suiton jutsu, combining with suiton jutsu also increases it's power.
Disadvantages
1. Not that much useful without water combo, although still more useful than D-Rank suiton jutsu.
2. It is also a bolt send using my hands and hence jutsu is pretty much focused and useless against multiple opponents.
How to use it in the battle
1. Best way to use it is using it after creating a pond beneath my opponent's feet it gives me and advantage of shocking him an instant.To avoid an extra precursor move, I can also use naturally existing pond and manipulate water from there.
2. Another way is using it in conjunction with genjutsu, genjutsu will restrict my opponent's movement and then I will be able to target him with more precision, with very less chances of avoiding this technique.

Rangiku quickly decides to give this technique a try. She starts manipulating the lightning based chakra and releases from every part of her body, including her already protected chest.
This forms a lightning armor around her body, which is strong enough to electrocute anyone who comes in contact with her.
The clone which was send towards her by Dean, comes into contact with her, gets electrocute and goes puff.
I am not good at paper work, so let's finish it off as quickly as we can.

1. It is offensive as well as defensive technique and hence is very useful technique as it can be used for both the cases.
2. It is easy and to perform and armor doesn't require handseals to activate, making it quick to perform.
Disadvantages
1. Weakness against the water is the biggest disadvantage. if armor isn't deactivated quickly it may prove fatal.>_>
2. Since I am covering myself using raiton. I won't be able to perform any other jutsus during that period of time, using my mouth or hands.
How to use it in the battle
1. Best way is using it as body hardening equivalent, especially when opponent is moving in speed towards you, and unaware of the situation. Armour timing must be precise enough to make sure that my opponent is at short range and hence not in situation to react quickly.
2. Raiton armor can be used as an effective way to counter taijutsu moves, especially that of lower rank ninjas, with not good speed feats. Lower rank tai techniques, won't be fast enough to harm me, before my armor activation and hence my opponent will easily get electrocute.U_U

Okay moving onto next technique
Rangiku quickly forms the two handseals specified in the technique, Snake → Upside down Tiger, claps her hand together and then standing near the cliff, sends a wave of lightning towards the rocks and stones on the cliff. Due to the impact of the lightning that Rangiku send towards the rocks, rocks get dislodged and fall onto the clone and crushing him. Well that was..Ah, let's say, precise crushing.
Advantages:
1. Biggest advantage is it doesn't need me to consume large amount of lightning chakra or need it, and hence useful in few occasions, where chakra saving is very important.
2. Another one is range from the description it looks like it can be used as mid range too, making it quiet useful as well as precise technique.
Disadvantages
1. This technique needs me to have cliff near the location or I need to create one using Doton tech.
2. I am not striking my opponent using lightning chakra and hence it isn't that much of powerful technique.
How to use it in the battle
1. It has to be used with Doton tech to first create the cliff and then send the rocks down the cliff.To increase the preciseness of my attack, I can even combine it with genjutsu techs.
2. Combining it with yomi numa is another better way of increasing precision of the attack. Swamp will keep my opponent fixed at the position when I crush him using rocks.
