The method training allows me to encompass all the techniques by how they work, not just vaguely call them by rank, which is almost arbitrary. I think I'm keeping it very organized! Well... my bugs are... they're more organized than me.

Alright, so I'm going to analyse the techniques I really want, they're just three, and then I'll analyse all the stream techniques, 3 by 3, from your scroll!
(Suiton: Uramiame no Jutsu) - Water Release: Grudge Rain Technique
This technique requires one Handseal ( Dog ), and does not require a water source. You charge chakra into the atmosphere and create clouds with it, which will then shower the terrain. The abundance of water creates a sweeping wave that will knock the opponent off his feet and then wrap around him in a vortex, while the water drains chakra from him. I have to keep the Dog handseal in order to keep the water controlled, which I'm assuming means that, for two turns, I have to re-cast the technique, and can't use other elemental techniques in the meantime.
This is a very interesting property of the water element, and one I'd like to explore even further!
(Suiton: Mizuame Nababara) - Water Style: Starch Syrup Capture Field
This technique requires 2 handseals and no water source. You spit out a thicker and more adhesive type of water, which is akin to syrup. When you step on the syrup unaware, you stick to the surface, and are unable to move.
(Suiton: Ukojizai no Jutsu) - Water Style: Rain Tiger at Will Technique
This technique requires 6 handseals and no water source. It's similar to water grudge rain, in the sense that it creates rain and there's a very intimate relationship with water past water's normal properties. This time, instead of seeping chakra, it can detect chakra. From the time it is created, up in the air, until it falls on top of something, each droplet can detect chakra. When it falls, I believe the information each droplet relies is whether or not that surface has chakra ( beings, opponents, techniques, for example ) or not ( ground, rocks, water, etc ). I'm assuming one can also understand how far from the user that droplet fell, allowing one to map out the upper surface of the terrain all around.
I would suspect this technique does not work well in forests, since the outer surface of the terrain are the leaf tops, and it's very difficult for a droplet to fall unimpeded from the sky to the ground, without losing it's chakra detecting properties by hitting a leaf od a branch before it can reach the ground or our opponent.
I have a question for rain techniques. Can we create them inside a building from the water in the air? They would be significantly smaller clouds, and much closer to the ground, but would still have their uses...

While the targets are trapped in the water, their chakra will slowly be drained away. The water vortex can be sustained and controlled for up to two turns as long as the user keeps the dog hand seal made.

One can effectively reduce their enemy's area of activity with this technique, and has the effect of being able to take complete control over the battlefield. The normal scope of this technique is normally just a few metres, but if prepared, it is also possible to make an entire pond of starch syrup. Being caught in the technique can be avoided by channelling chakra to one's feet allowing one to walk upon it uninhibited, beforehand.
