Same amount of development? Pffft . Even with that rhey are still inferior, nothing they have is remotely pn senuu or Uchiha true levels . One advanced member of the uchiha can slaughter every Hyuuga. Even Kaguya relied more on her rinne sharingan and only used her byakugan as a supplement even momoshiki and kinshiki didn't rely on their byakugans if at all, fodder eyes by themselves
