You just rephrased what I stated in my comment with more words.Are you trying to make a point somewhere??Cause I don't get it.
But since you asked,yes they are almost in full power now in contrast with Hiruzen fight in which Oro's incomplete edo brink them back in a weaker version.

Tobirama? what the hell has tobirama done? he has 0 hype throughout the manga, part 1 and 2.. infact, everytime he'd been mentioned, its either being made fun at for being put on the brink of death (kin gin bros) , or worse...
He has no title, wasn't feared like the rest of hokages what so ever...
what in the world puts him above minato?
