I will agree with that statement, otherwise it would have been useless when nagato died.i don't think it represents the ten tails but rather acts as a container for it's chakra until it can be fused with the actual body or sealed inside a host.
and about the chains, I think it has something to do with the fact that the statue is controled by the whole group and not soley the summon of nagato, the group has been sinked with the gedo mazo

Hashirama senju had wood release. His power could easily have been used to create the large lotus flower. The lotus flower probably did not exist at all before Madara stole Hashirama's DNA. Then, he used the DNA which grew the clone of Hashirama and also the large flower. Maybe the flower existed and was very very small. He injected Hashirama's DNA into the flower and gave it a lot of chakra to grow.
Remember, Hashirama's power + chakra = plants grow
We know Zetsu is plant-like. He looks like a venus fly trap, he travels through the ground, and he reproduces with spores.
Hashirama's power + chakra + Zetsu = Zetsu grows
The missing variable in that equation is the chakra. Where do they get a huge amount of chakra? The answer is the Gedo statue. Madara made the statue sit on top of the Lotus in order to transmit it's chakra through the flower to the Zetsu clones. We know that Hashirama's power was able to control tailed beasts, so it's reasonable to assume that his chakra flower can draw chakra out of the Gedo statue to use. That chakra is then transported down the flower like a huge power wire and goes to the Zetsu clones.
I think it is very likely that Madara had the Gedo statue under his control in some form (if he "gave" the Rinnegan to Nagato, he would have had access to it early). He probably also knew about Zetsu because he was able to convincingly fake his death in the battle against Hashirama. The only missing piece to the puzzle was a way to extract power from the Gedo statue and use that power to grow Zetsu clones. Hashirama's DNA might have been necessary for one, the other, or both of these things.

As far as i know the lotus is a symbol of enlightenment. That is because just like a lotus from a seed becomes a flower that blossoms so must humans become the same. They must also blossom. That is enlightenment. The comparison betwwen the lotus and human is obvious i think. That is also why bhuddas appear either sitting on a lotus or holding one.
But what if the gedo mazou is an unfinished one? The lotus becomes a flower that blossoms from a seed. Between that time there are many stages that the flower has to go through. That applies to ppl too so why not to gedo mazou?
To back up my point we have seen 2 different kind of gedo mazou. The one Nagato summoned and the statue we saw in the previous chapter where it had chains. That was the main reason i thought that the current gedo mazou tobi has is not completly evolved but only a step toward evolution or "enlightment" I mean the chains are symbol of captivity, not freedom...The other thing that made me wonder is Izanagi. Tobi says (reffering to Danzou) that many ppl have tried to develop izanagi but it was only an incomplete technique...So why would not this apply to the gedo mazou too?
The lotus consist of 3 things. The roots, the stem and the flower which on top is siting the statue like it was the fruit of it.
Also we have to take account that in some religions time moves in an endless circle. Kishi uses these 2 religions a lot to take ideas so we can assume that he is using it too. For example Madara says that the battle between him and Hashirama was fated. And he tells Naruto that his battle with Sasuke was also fated. We can see that history repeats itself. We have the same circumstances the only thing that changes are the persons. But i think that Madara is trying to break that cycle. Like someone wrote before he wants to force all others to enlightenment. And that is why i believe the the gedo mazou has that things on his back....They are not rods or anything, they are the roots to another lotus which will produce another gedo mazou with the only difference it will be closer to enlightenment than the previous! Also i have to add this in order to be more accurate. There is not 1 type of lotus but 4!
The color of the lotus has an important bearing on the symbology associated with it:
White Lotus (Skt. pundarika; Tib. pad ma dkar po): This represents the state of spiritual perfection and total mental purity (bodhi). It is associated with the White Tara and proclaims her perfect nature, a quality which is reinforced by the color of her body.
Pink Lotus (Skt. padma; Tib. pad ma dmar po): This the supreme lotus, generally reserved for the highest deity. Thus naturally it is associated with the Great Buddha himself.
Red Lotus (Skt. kamala; Tib: pad ma chu skyes): This signifies the original nature and purity of the heart (hrdya). It is the lotus of love, compassion, passion and all other qualities of the heart. It is the flower of Avalokiteshvara, the bodhisattva of compassion.
Blue Lotus (Skt. utpala; Tib. ut pa la): This is a symbol of the victory of the spirit over the senses, and signifies the wisdom of knowledge. Not surprisingly, it is the preferred flower of Manjushri, the bodhisattva of wisdom.
So until we know which colour it is we can't say anything

\Ok so We've seen the tailed beats being drawn into this statue throughout the second part of the story. However some new details have come to light. Look at the statue in page 8 of chapter 512, and at the base there are giant flower petals. Also note the symbols on the wall (for later).

now look at the stem on page 9 of chapter 512. It goes all the way up to a flower at the top. Note the symbols by the flower. You guessed it, those are the same symbols we saw earlier. So what we are looking at it the stem of the Heretical Demon statue.

This chapter also goes to show a mass of Hashirama's DNA imbedded in the stem, and that the chakra from the beats was used to create an army of zetsu clones. This brings up some interesting questions.
Is this flower the origin of zetsu? or was zetsu the one that created/summoned it?
The other hands near hashirama could mean that more than one person's DNA is in there, who else could be imbedded in this flower?
What other stuff can this thing produce?
could that slit in the stomach of the statue be where it "gives birth" to the new 10 tails?
