Who do you guys think the person searching for the weapons on Dressrosa was? Right now I'm thinking Lucci (mainly cuz it would be awesome for him to return). Who do you guys think it is?
That would also be awesome for it to be one of the CO0 members. I was wondering how they handled the entire situation but they were probably under ground.
It are Lucci and Spandam, there isn't really any doubt about that unless Oda is intentionally making two characters pose as Lucci and Spandam, which I don't see any merit in for them doing that.
