In my opinion here is how I see it.

In terms of intelligence.

Tobirama/Orochimaru
Madara
Minato/Kakashi

It is far easier to improve something than create something. Edo Tensei, Kage Bunshin, Hiraishin, Soul Jutsu. These were all created by Tobirama at an unknown age. Most likely they were all improved, but who created them?

Orochimaru created a whole dimension. That is a ridiculous feat.

Madara had a weird obsession with Hashirama, and created living things out of his cells. It is a good feat.
