I have doubts, as I believe Bolt to be far greater U_U
Just punching with insane force is not a very good strategy in battle, it will never really be useful unless your enemy is part of many others. Also Boruto's ability with the clones will get an upper hand in both offense and defense. Also from what we have seen from the movie, both Rasengan and Chidori will be damn enough to face Sarada.

also, she doesn't have the eyes of her father, sasky has Rinnegan, EMS and shiz, she still uses 1 tomoe in the naruto movie and she doesn't have Karin's fists

Still too early to judge. Unless the mini series is over, I'll hold back my opinion on who's the best character among new gen 
But so far, I really like Sarada. She had concrete reasons to feel upset, and the way she began to accept the turn of events, she looks totally badass for a young girl, a young shinobi.
