In my opinion Tsunade is more of a leader than a fighter. She represents the past generation and a vestige of what was the greatest clan that ever was or ever will be which make everyone else share respect towards her.
Her leadership has been flawless so far and since she took office she has proved to do outstanding diplomatic improvements to the ninja world. She created the entire medical shinobi system, regarding not only Konoha but worldwide in the Narutoverse and she's been sending shinobis from the Leaf to help with other villages issues which keeps the peace and strengthen alliances.
More than once she has put her life on the front line risking herself to die for the entire village and undoubtedly her principal goal in life is to protect Konoha.
Nowadays she has already made history as the Kage with more years in office including all villages (probably after Oonoki, but there are no facts to prove it) and she is the heiress of Shodaime's Will of Fire, therefore most likely to defeat Madara sooner rather than later (probably sacrificing her own life on the attempt ).
So.... Why people keep hating her:
In my opinion, she is linked to the former British Prime Minister Margaret Thatcher by this statement:
"If you take the tough decisions-yes!- people will hate you for years... but the will be grateful for generations.
-She's not the greatest fighter, but still undefeated.
-She's not the strongest Hokage of the Leaf, but still the more committed to her job.
-She is probably not the strongest Sannin, but yet the only one of them who keeps alive without any forbidden jutsu (still in my opinion the 3 Sannin are the same. Shinobis who had no special gifts but their sacrifices and commitment made them great)
-She has not wood release, not lightning release, not fire, nor water or whatever, but still is the only one to tank a shinobi with unlimited power.
and last but not least...
She always knows what to do at the right place, in the right time.
She wishes nothing but the best even for a traitor like Sasuke and had to deal with Danzo's cold war just to protect Naruto and the whole leaf. And yes, she goes on rampage from time to time
but still she is such a sensitive character that sometimes she seems to be way emotionally weak for a shinobi world full of blood and death.
Tsunade is a support hero with the ability to carry when it is required thanks to her mastered Byakugou no jutsu and the later doesn't mean Strength of a Hundred Technique as most of you believe. Byakugou literally means 'Ūrṇā' which means Fine White Hair which is a white swirl of fine hair on the forehead of the Buddha, represented in art by a spiral or a dot, or even a gem or pearl. It represents the third eye which allows one to see past the mundane world and into the divine world. This is a clear allusion to the diamond mark on Tsunade's forehead and how can she turn into divine when she uses this technique.
So... why keep hating her?? She is not competing with any other ninja and places her faith on the youth.
