Amaterasu can't be put out by any means and can only be extinguished by Sasuke, so it would simply keep coming at Neji once he lowered his revolving heaven jutsu. Sasuke could also manipulate the flames near Neji and just throw them at him as he did to Gaara.

you don't need to be the same blood line it is just easier to break that way, you can't fight back in that genjutsu if you were kakashi but if you follow the rules of breaking genjutsu then dirupting the chakra source applies.So that is why bee broke sasuke tsykuyomi since he disrupted it.

you can prepare since they know when they will attack because of the changes of chakra so they can be prepared for heavenly rotation so amerterasu won't really work since they know it is comin from their chakra.

they can use heavenly rotation to block attacks and they know when they will attack for sussanno.
