Sasuke is just a disillusioned child at the end of the day

Orochimaru relies on the strength of other people too much

Madara is a conceited fool who relies solely on brute strength

Tobi is apparently a child who created a war for a lost loved one he lost due to circumstance created by a previous war. Essentially he has learnt nothing.

Zabuza is the main villain of the introduction series,

Orochimaru is the main afterwards and well into Shippuden,

Pain comes afterwards,

then Obito / Tobi and eventually Madara.

Sasuke is not an "antagonist" he's the main rival, still a protagonist.

Orochimaru. He has the best character development and motive as a villain in the series.

Then comes Tobi, then maybe Madara for villains. Pain is more like a "3rd stage boss" than an actual primary antagonist.
