by power, yes naruto and sasuke or hashirama and madara
but teamwork is a key element when fighting in pairs and they probably simply couldnt stand each other and end up killing each other off instead of the enemies

well i teamwork is the key here and Minato+Jiraya probably have the best teamwork followed by Kakashi and Guy but i think Itachi and Pain would win because they get on and are the most powerful pair.Madara and Hashirama hate each other..
