The best kagebunshing user be it quality or quantity in ninjutsu,taijutsu,genjutsu,kinjutsu,kenjutsu nd so on. 4 me id say naruto in quantity he can make 2000 as per what kakashi said if am wrong please correct me.Now 4 quality 1st in ninjutsu he is d only ninja i no dat can make as much rasengan has his clond without limit, in taijutsu he is like ten against one even if they were nt dat strong then compared 2 now he is useless in genjutsu nd swordsmenship but as we all no taju kagebunshin is a forbiden tech but 2 d extent 2 which naruto uses it has been nolified so this is mine make urs

Now, after reading the current manga I understand why kage-bunshin was a forbbiden. With the current naruto most of the ninja struggle to take down his clone.

Naruto is the shadow clone master. In sage and kyuubi modes his clones are resilient. Only a power direct hit can make them go poof, which is kind hard because of his sensing abilities and great reflexes. Kyuubi mode gives the clones an inhuman amount of chakra.

Quality-wise, still Naruto. Perhaps, I must admit that Kakashi makes very good use of Bunshin too but ever since Naruto mastered Sage Mode and now Kyuubi Mode, he surpassed everyone by leaps.
I mean, his clone just took on Muu, 3rd Raikage and even trying on with Madara.

No one even comes close to him.

If I had to make a list in terms of clone usage, it will be like this

1. Naruto
2. Kakashi
3. Jiraiya (probably tie up with Hiruzen in his prime)
4. Itachi
5. Konohamaru

The Sand clones of Gaara, Clay clones of Deidara, Wood clones of Yamato, Paper Clones of Konan and obviously clones of Zetsu are impressive too. But they doesn't really count as Kagebunshins.
