best ones must be itachi, hiruzen sarutobi(3rd hokage), sasuke, 5th mizukage(not sure if she´s 5th but i mean that woman)

Gotta be Jiraiya if you think about it, he could always combine fire with oil to make his attacks deverstating, like when he combined his attacks with the chief toad against orchimaru and manda

yah jiraiya was pretty good at fire especially when he combined it with gamabunta or fukasaku that made it immensely tough but itachi has amaterasu which somewhat counts as fire so he wins
