Just because Daflamingo's power has not been fully shown,that doesn't meanhe is the strongest .Every warlord fought the war for the personnel interest .
Hawkeye > Boa Hancock > Daflamingo
Boa could personally seduce both of them to stone but fair and square ,we have not seen all the 3 members master move .judging by whatever we have seen,I don't think our pink hat puppet master is gonna to much about either Hawk eye or boa hancock .some one said he did not break a sweat .why would he break sweat .All he needs to do control enemies movements and turn them away .This is not strength according to me .His powers are similar to gego moria .

Doflamingo and milhawk , Doflamigo because of how effortless he controlled jozu and how easily he cutt of oars juniors leg with a smile on his face the whole time im scared to see him when hes serious and milhawk because him and shanks use to Duel all the time and the simple fact he has the title of the strongest swordsman in the world
