Minato remains where he is and i'd like to add Third Raikage as high tier, verging on top tier.

1- TOP TIER (SENJU, EMS USERS, RINNEGAN, POISON ETC)
Hashirama, Madara, Naruto, Itachi, Pain, Hanzo, EMS Sasuke, Kabuto DMS, Obito
2- HIGH TIER (SANNIN, KAGE, ELDERS)
Danzo, Killer Bee, Tobirama, Sage Naruto, Tsunade, Hiruzen, Orochimaru, Minato, Jiraiya, Onoki, Chiyo, Kisame etc.
3- MIDDLE TIER (SPECIAL JONIN, SQUAD CAPTAINS, S-RANK CRIMINALS)
Chouji, Kakashi, Kabuto Part 1, Zabuza, Darui, Guy, Mifune, Yamato, Kimimaro, Deidara, Kakazu, Sasori etc.
4- LOW TIER (STRONGER KONOHA 11, TAKA, OTHER GIFTED CHUNIN)
Shikamaru, Sakura, Hidan, Part 1 Gaara, Sai, Rock Lee, Neji, Hinata, Jugo/Suigestsu, Sound 4 Members, Shino etc.

5- BOTTOM TIER (GENIN, NOTHING OVERLY SPECIAL IN BATTLE)
Kiba, Ino, Pakkun, Karin, Iruka etc.

Would you add or change anything about my list

Some things are wrong Akatsuki members should b in kage level That goes also for kabuto. Orichimaru, Itachi, and kakuzu s/b in top tier level. others are ok except for kiba. He shouldnt be in the listings

Some things are wrong Akatsuki members should b in kage level

Some of them are. The stronger members are high tier. Kabuto already is and Itachi's sacred mirrors make him top tier already. The weaker members are middle tier because the likes of Deidara and Konan can't go head to head with people like Minato, Kisame and Killer Bee.
