i honestly think add minato would even it out. cause he is the 4th so he would be the last hokage before Tsunade i know the 3rd went back after minatos death and all but ya lol. and he can fight pain pretty = just like naruto in sage mode cause minato > sage naruto lol

I think Jiraiya and Kakuzu are higher up...but just my opinion!
