Nope, I mean I doubt it.
The bijuu are only created from the chakra of the Juubi. Plus, the Sage used Banbutsu Sozo to do so.
I think what Tobi means by reviving the Juubi is to somehow seal it's chakra back into it's body. Will he do it while still keeping the bijuu seperate or somehow merge them back together, that, we don't know.
