Narutoverse is filled with characters with IQ that are off the charts.
Most of them brag about it but some are just to INTELLIGENT to be humble about it.
My personal choice is Shikamaru Nara.

POINTS:
1.He's so intelligent that even Tobi himself pisses his pants when he's round the war zone.

2.When he was formulating a plan to destroy Hidan, he was able to instantly change his plan considering the fact that kakashi was going to join them without prior notice.

3.Asuma disguised a random IQ test...results OVER 200 IQ POINTS!!!

Shikamaru's father Shikaku Nara is far better than him in strategic intelligence and formulating battle planning.

However Minato and Itachi are also shown to be very intelligent.

I'd say Shikamaru. He's always been a favorite because of his fight scenes where you really see his thinking is above the rest. I don't really consider anyone intelligent in the series unless they've proved to be, so someone who is just supposed to be the smartest isn't so until it's been shown.

i personally go with shikamaru or shikaku. voted shikaku because imo he strategised the entire war plan mostly. and is more mature and level headed than his son imo.
