Two blasts in two days, poison sent to the President, agitations among the Public due to government policies....... Seems like the pre riot scenarios I have been to.

Simple answer: No.

More complicated answer: Superheated gasses can be discharged from a fire without the combustible elements being burned. This is because oxygen has already been consumed by the fire below. Once further from the fire, oxygen gets mixed back into the combustible gasses, and you see the gas flash over.
