Simple answer: No.

More complicated answer: Superheated gasses can be discharged from a fire without the combustible elements being burned. This is because oxygen has already been consumed by the fire below. Once further from the fire, oxygen gets mixed back into the combustible gasses, and you see the gas flash over.
