I agree, Teuchi is most definitely Hamura.
He always walks with his eyes closed yet he doesnt runs into anything and even can cook ramen.

Seriously though, they should make a (completely non-canon) movie or filler arc where Teuchi is revealed to be behind everything. Just for the hell of it.
