Mei had such huge potential when she was introduced in the Naruto series.

Funny personality with all the mariage jokes and interesting design of her character lookswise.
Cool bodyguards around her, the last Kiri ninja swordsmen that hasnt gone missing nin Chojiro and a sensor veteran with Byakugan under his eyepatch, protected with seals named Ao (who even fought with Shisui and his could be shown in Mei's flashback maybe as well). She is a female with 2 Kekkei Genkai and the first known ninja with 2 Kekkei Genkai.
Lava release, one we knew already from Roshi and a new one, the Boil release.
She has become the Mizukage in a village, that was known for killing people with Kekkei Genkai.
She could be given an awesome background story in a flashback. Maybe even having some blood relation to Roshi.
All her comments about Uchihas could have a origin that would be explained in her story as well (Shisui as said, could be shown through her as well). Maybe she even would have some special ability under her hair, like an implant (that implant theme was pretty hot around her introduction).
Her story would have so many directions that it could go to, so much potential, but it has not been used.
I am a bit disappointed by that.

She picked a fight with Sasuke like a boss. Let Chojuro Smash him through the wall and she sealed the rooms with Lava release and made Susanoo melt with Boil release. But after this scene it went all downhill with her (not up at least).
Her Lava release is weak.
Other Lava release users have more advance uses of that Kekkei Genkai.
Dodai, from Kumogakure, can turn it into rubber.
Kurotsuchi from Iwakagure, can turn it into cement.
Roshi from Iwagakure, can wear it as a cloak for shielding and extra offense power.
Mei can only fire it as lava.
She cant control her boil release.
With no control I refer to the mist and the direction it moves to.
She can control the accid level of the boil release, but she cant control where the mist has to move to. If it floats away it floats away, so she has to use it in a closed space to make the mist stay put.
Kishi could have shown her true strength vs Edo Madara.
She was among the weakest from the 5 kages, together with Raikage.
She threw ~1 Lava release attack and jutsus that she used were the water dragon as a base for the 5 Kage combo, Water vs Madara's fire and water mist.
She is known for her 2 Kekkei Genkai though and she hardly used them. She is the only Kage who has not shown a defensive jutsu, like speed or something to avoid or block. That makes me feel like she is unfinished. With 2 Kekkei genkai, and 3 elements, it cant be that hard to give her something good. Like Houzuki water form but in her own unique way for example or some way to blend with the lava. It would complement her and make her go from feeling unfinished to a really good Kage imo.
What do you think?
Will Kishi make her shine again, or is this as far as she will get (in terms of power and usefulness)?

Tsunade will revive her no doubt, so there is still a chance for Kishi to make Terumi Mei shine.
