the guy was trying to negotiate for ransom - but the cop didnt care about that, he saw a chance to kill a black man and become a hero so he took it, he even risked the little girls life!

Like you made clear, the man was mentally unstable. What kind of negotiating do you think would have actually went down, like this guy had the mental health to negotiate. Mental illness or not, this guy was a criminal. The life of the girl was on the line. What was stopping him from slitting her throat in the middle of negotiating? What if he took another hostage? These are risks that aren't worth the life of a little girl.
It was him or her: hostage or criminal. Regardless if he did it just to be a hero, he saved her life. That's what truly matters.
