You do remember how the form of water, Gas, works? There are molecules that bounce off of one another, the natural state of Gas.
Let's have this same concept apply to this jutsu. Work up Suiton chakra in your body, then release it in a "spreaded manner" throughout the air. Add enough Suiton chakra to make the water become dense and turn into a mist surrounding us.

Yes, make sure it is solid enough. To test that, please try hitting this wooden board in within my hands -creates wooden board-. If it breaks, then the sword is solid enough. Think of it as real metal sword. It should be strong enough to cut through skin.

This might be helpful in Kenjutsu, however, I'm not completely sure, so I think it could be used to vaporize weak fireballs. xD

O_O -hits the clone and it turns into water- Nicely done. I find this jutsu good for distraction and also, once the opponent turns it into water, you can then use that water source as a second surprise attack for the opponent.

xD No need to add a second layer to this jutsu. Make sure they are circular shaped water balls. In other words, spheres.
