Usually, fire technique or jutsus are released through exhale. Which in a process, the fire is created when we heated up our chakra's temperature in our body which forces it to form fire, and eventually we expelled it through our mouth by exhaling.
And thats how the Fire chakra works.

Fire technique is strong against Wind ,as wind naturally feeds fire and It is weak against water since fire gets distinguished easily by water. Fire technique can be used as an offensive tool as they can inflicted injuries or wound to the enemy or the victim after getting hits by fire.
(Just some question that I has been wondering about. Let say I fight someone who has water; and I use only fire. How can I fight him if all my technique is weaken o_o)

Oh, I see. Well, first off, why would you want to do that?

Also, it depends on your first move against your opponent. Take the upper hand with your first move and go for it.

Okay, Tenzo's on vacation so i'll be taking over. I see you're doing fire, a very nice element, i also started with that, but nevertheless, let's get going. Your small fireball seems alright, but try again, and remember, the power of the fire comes from the breath, so concentrate on the breating, and add more chakra. (as always)

Since it's water, they would cance each other out if the water was C-ranked.
It can't cover you 360 degrees.

*Do some hand seals, and shoot my converted fire out of my mouth through my breath. As the flame getting closer to the target, beside using some part of my chakra to maintain the shape, I add some energy to change it direction and let it surround that scarecrow.*
