from the explanation, anyone can learn these, the only requirement is that you posses the kekke genkai if needed, if not you just have to be taught by a sensai

This thread lists all the approved canon jutsu/summons that are not included in the NB Jutsu List, but can be used by people as long as they fit the requirements for it. ( being taught by a Sensei, possessing the required Kekkei Genkai, etc. )
The list will be updated periodically as more jutsu are revealed in the manga and anime, and as techniques are transferred into the Jutsu List, will be removed from here.
If anyone would like a particular canon jutsu/summon to be included, please PM Emperor with the details of the jutsu in the normal format, which may then be added.

i begin by focussing a large amount of my own chakra in my left hand......I then begin to spinning it on my hand in the form of a hurricane conter clockwise, I begin to spinn it faster and faster until finally it became a sphere of chakra.....Once I've created rasengan and have full control of it, I then begin to infuse fire chakra into it.....I main focus of keeping control fo the chakra in order to be able to manipulate it into a sphere.....I continue spinning the rasensan until it finally changed color to black sphere with fire all around it
