I think both the weapon and the technique are similar because both are extremely powerful but drain a huge amount of chakra.
Basically Tenten without the fan is on the same level as Ino or Konohamaru. With the fan, however, she can one shot a lot of strong jounin level ninja such as Temari (who is on another level compared to her) because her banana fan can use any of the five elements allowing her to counter anyone. Tenten can only use the fan twice and then she collapses due to chakra exhaustion.
Kakashi, on the other hand, has his famous kamui which can one shot an opponent. This technique can only be used a few times or else Kakashi will die. Without kamui, Kakashi is still a very powerful ninja and can be compared to any of the Sannin and some Akatsuki members. With his kamui though, he can theoretically one shot almost anyone without a defence or speed. In this way, Kakashi can beat Oonoki who is much more powerful than Kakashi because he won't be able to defend himself.
I find it funny that when there is a Tenten VS thread, not a lot of people take it seriously and give the win to the enemy even though she can one shot a lot of people with it before collapsing.
On the contrary, when Kakashi is present in a VS thread, a lot of people will bring kamui up.
So why the double standards?
