Tenbin no Jūgo A ninjatool ?

Can we consider Jūgo as a ninja tool rather then A additional combatant and is thus permitted in a Vs matchup for
Uchiha sasuke ? Jūgo even stated he wants to die for Sasuke if needed. I consider Current Jūgo like what Akamaru is for Kiba, Or like 1 of Sasori's puppets.

What do you guys think ?

He's a sentient human being, who decided to follow Sasuke due to Kimimaro entrusting his will to Sasuke. He can't be summoned by Sasuke [Like regular summons], he's not constantly at his side [Like Akamaru], including him in Sasuke's default arsenal would be ridiculous. You might as well go ahead and include Root in Danzo's arsenal, or better yet, include ANBU in Tsunade's.​

I consider Zetsu and the Zetsu army to be apart of Obito's arsenal because technically they are, but I'm not sure I would say the same thing for Jugo. Zetsus aren't really human beings, but Jugo is no matter how you look at it.

If Sasuke is in a near death state Jugo will sacrifice himself so that Sasuke can continue his own life.
Jugo never leaves Sasukes side unless Sasuke abandons him.​

In that state, yes, I suppose you could make an argument of sorts, but the fact that he can revert back still cancels it out in my personal opinion. While Jūgo may serve Sasuke, at the end of the day he's still his own person, and should be considered as such. Unless of course you wanna get all technical about it, all ninja can be regarded as "tools" to the individuals who hire them, and to their respective nation (assuming they're not runaways).

I think this is the same metaphor as with Haku, simply a tool for their superior, which is a viewpoint of how ninja are defined.
