While it is true that the current Hokage would select his successor the Elders would provide there own advice as to the potential candidate. Furthermore when choosing the successor the Hokage ultimately has the final say. Elders can only influence the decision. Now if the Hokage were deceased that is very different the Elders would propose a candidate they felt would benefit the village in said position. Additionally approval is needed by the countries Feudal Lord.
Example: The Elders originally wanted Jiraiya to become Hokage after the 3rd's death. Jiraiya instead turned it down and suggested Tsunade which they approved of since Jiraiya went to go look for her and brought Naruto with him.
And Lastly the part you must've forgotten involving Danzō Shimura. Danzō was only the acting Hokage as the Jōnin vote had not occurred yet.
Sasuke won't be able to become Hokage he wouldn't get past the Jōnin vote.
I would HATE for Sasuke to take credit for ending edo tensei (although he did assist Itachi) I think Sasuke wouldn't really want to take credit for Itachi's because then he'd become a hypocrite. That's the reason he hated the village because of how Itachi did good things for the village yet is still considered the villain. For Sasuke to take credit while Itachi remains the "villain" it'd be too hypocritical, but at the same time understandable "IF" he's trying to be acknowledged by everyone, but he doesn't seem to care. I honestly rather him not to care than to take credit for someone's work and become hypocritical. I don't think Sasuke has to become hokage in order to change the village. He could become a better Danzo, or Police officer like his Dad.
As for Naruto, hokage work shouldn't be hard at all for him. He can do thousands of clones and have them do all of the work in RECORD time. the fastest working hokage ever due to his clones, and he could possibly go on missions and do work at the office at the same time. It's kinda hard to imagine what kind of work would be left to do after the war but whatever I guess anything could happen...

Obviously, if the current hokage dies, elders chose the next hokage.
@example: Elders wanted jiraiya to be hokage but they can't do anything if the candidate himself refuses to be the candidate/hokage. Jiraiya was most likely the best option they had at that time, the second best option after jiraiya was tsunade as jiraiya suggested. Tsunade proved to be a very good hokage as seen in the manga.

Sasuke has to take the credit when the question arises who stopped edo tensei , since they can't take name of itachi.
Also, it wasn't like itachi did all the work, sasuke also helped him alot but yeah itachi did most of the work.
Sasuke cannot become another danzo, since danzo used to carry out dirty stuff, sasuke wants to make a change in society which only a hokage can make.
Its not about quantity but about quality. I think shikamaru/sasuke can handle paper work better than 100x naruto clones and they probably would do that.

Nice theory but look Naruto isn't that immature idiot that he was he has aged. for example look at the battle with kakuzu he immediately changed his strategy in order to defeat him with out the help of thee team he has become intelligent although he is still very playful. Secondly Naruto has all the connections due to the friends in all countries he has made where as Sasuke has just made Enemies and one good dead cannot write a million wrongs. sasuke should not be hokage it makes no sense and this chapter proved it.....one becomes hokage because everyone has acknowledge him, no one acknowledges sasuke ....but by him saying that showed naruto that sasuke intentions are real and good hearted now naruto will help sasuke get acknowledged but during that time sasuke will see that naruto is just better.
