TECHNICALLY, Hokage are the strongest ninjas

Technically if you think about it, the Hokage of Konoha are the strongest ninja.

- Hashirama : Only SO6P is above him

- Tobirama: Master of Suiton, and S/T User, and skilled in other techniques, Co-Best shinobi Konoha has seen

- Hiruzen : Skilled all around, God Of Shinobi

- Minato : Fastest person in the manga.. only few ninjas can hope to touch him.

- Tsunade: Greatest Medical ninja, unlike her predecessors who use genjutsu and ninjutsu and taijutsu.. she uses Medical ninjutsu and taijutu, which replace genjutsu and normal ninjutsu attacks.

In a 5 vs 5...... no team can beat them.

All of those 5 have a better hype then any other character, (Besides SO6P)..

So TECHNICALLY they are the strongest (Prowess wise not 1 vs 1).

Tsunade was considered stronger by Jiraiya. and at that time she was the strongest.. stronger then Danzo.
