i said eyes should be in real world or his kamui will take effect in kamui dimension same way his hand should be in real world if he want to punch someone

Obito can send parts of his body as well as his all body to Kamui land. So his left eye doesn't need to be intangible unless its been attacked. That means he can use it to snipe if there is no one attacking his eye at the moment.

Sasuke used both his eyes at the same time. While he summoned Amaterasu he manipulated them with his other eye.

It is possible to use both eyes at the same time. Itachi is a special case. That guy was ill. Even after single Tsukiyomi he starts to sweating. He doesn't has much stamina so he wouldn't dare to use such exhausting jutsus simultaneously.

Kaguya has Space Time Ninjutsu as well. And she has the ability to regenerate. She's basically immortal, Kakashi wouldn't be able to kill her. But crippling her arm was more important for the plan he formulated and job done perfectly. It is irrelevant here.
