concentrate your chakra into your feet, than do the handsigns and when your stomp your foot on the ground send out your chakra and use it to create the slicing jet of water

*does the handseals, than as i stomp my foot i release the chakra into the earth causing it to force up jets of water heading towards the clone*

*holds a scarecrow in the jet* this isn't good enough for him to even drink.
what you need to do is really focus. a jet is a concentrated stream... the more focussed, the better it is.

*slams scarecrow into the ground*

now do the jutsu again and cut his arm off.

*the scarecrow arm flaps around because of the water*

here's a point for you... adding more chakra does indeed make a jutsu stronger... but not always will it increase it's effect. take this needle and this thick nail for example. there is more metal but the nail isn't necessarily more dangerous.

*pokes you on the neck with the nail and not much happens, just a prod. with the needle i poke you exactly the same and it pierces your skin*

the whole point is to control your chakra into a cutting high pressure stream... adding more chakra makes it harder to control, and without higher level of chakra control it would be harder for you to control the excess chakra to concentrate it into a tight stream.

(btw i call it a stream, you may think i mean like a water pistol, but it's more like a blade of water rising from the ground between you and your opponent)

ok... stay there while you kill it... what are you going to do?

*clone gets plocked off by the stream of water and stops as intended, which results in him getting hit by the kunai*

i'm pleased to see you understood what i said on msn about only 1 "jutsu"...
obviously the kunai is easy enough to block etc. however this was to just get you thinking outside the box. sometimes the best thing you can do is block off an opponents movement to deliver a more guaranteed blow.
