The kagekage control the whole battlefield: the sky, the ground, all angles of the battlefield including underground. They have a more powerful defense. The sannins summons will definitely get seriously injured and dispelled, while katsuyu, the only exception will be sunk underground. Orochimaru and tsunade that you claim to be immortal cannot survive a sand funeral which crushes the opponent to a puddle of blood. Even the entire sannins combined effort cannot breach Gaara's defense, let alone the combined defense of sand, gold and iron. I could go on but I know you will forever go with the sannins but I like to debate though...

Um the summons, Manda, Bunta, and Katsuyu, and Gamaken, 2 other toads are the same size as bijuus. So if they didn't sink a bijuu I doubt they are sinking the summons.
Also the summons aside from not having TBB (which we're not sure the 1 tails can use) have shown their other powers to be comparable to the bijuus. Manda and Gamabunta tend to be faster than your typical bijuu. The six tails and Katsuyu are not very far off in terms of power if you take away the bijuudama.
Also may I remind you that because the kages all use sand then they are dividing the amount of sand each could use because of limited resources in the battlefield. Which then poses the problem of what happens when two different sand users try to control the same sand.

3rd Kazekage Uses IRON SAND! It isnt close to being like gaaras sand
4th Kazekage Uses Gold DUST! IT ISNT EVEN SAND! iTS DUST! That he can summon and have as much as he wants matching gaaras sand tsunami while gaara is in the desert!
Gaara uses regular sand that can me multiplied by the earth itself!
